Backend Sandbox Packet Preview Endpoint V1

Adds a preview-only endpoint that returns the raw dry-run result, guardrail event envelope, and owner review packet together. No persistence, production execution, mutation, audit write, send, payment, filing, credential, or promotion capability is created.
